Most often, this is due to too high intensity of cheating. For example, the “speed” 9 views per hour should be set for videos with at least 300 unique views per day. Recommended value is 1. With too much cheating YouTube can apply a filter that will remove most of the gotten views and subscribers, as well as part of the natural (statistical leveling). It is better to start cheating with about 10% of the real number of views. In two days increase the part of cheating to 20% of real traffic. Then continue to increase this percentage smoothly every day until the desired values are reached.
Also please check "Min view duration" parameter value – it should be at least 80% of video’s real duration for each video. The default value is 5 minutes, but usually it’s too low.
